Rangeland Management Specialist

This is a developmental position with a full performance level of GS-11. At the GS-5 and GS-7 levels, the incumbent performs work as a trainee under the guidance and supervision of a supervisor or higher graded Rangeland Management Specialist. At the GS-05 through GS-07 levels, the incumbent will perform the duties at a reduced level of responsibility and/or difficulty while receiving on-the-job and other appropriate training to prepare him/her for promotion to the next higher grade level. The employee may be promoted when the supervisor has determined that he/she has completed the necessary training, demonstrated the ability to perform at the higher grade level, and has met time in grade, length of experience, and all other requirements for promotionThe person in this position works under the guidance and supervision of a supervisor or higher graded rangeland management specialist. Major duties include but are not limited to:
Preparing, evaluating and conducting ecological analyses of public rangeland projects; assisting with the management of the threatened, endangered and sensitive plants program within the Dillon Field Office; developing management plans, assisting in designing technical surveys, and performing work on rangeland improvement projects under the supervision of a senior rangeland management specialist; conducting monitoring studies and determine the need for rangeland and watershed improvements; and properly filing, storing and preserving range administration records and monitoring data. At the full performance level, major duties include but are not limited to:
Being responsible for the threatened, endangered and sensitive plants program within the Dillon Field Office; planning, managing, producing, and implementing allotment evaluations for assigned allotments; providing and coordinating oversight and review of field and district office range documents for NEPA adequacy; reviewing grazing permit applications to ensure compliance with appropriate federal law and regulations; processing protests and appeals, preparing casework in preparation for hearings; and providing input to interdisciplinary reports, environmental assessments resource management plans, and protective stipulations for rangeland ecosystems.Physical Requirements:
The individual works in an office setting, however, in order to gather samples and complete monitoring activities, may frequently be required to walk, ride horses or ride vehicles over rough terrain, and perform duties that require bending, crouching, stooping, reaching, or lifting moderately heavy items, such as equipment and samples. Overnight camping is sometimes required. Individual may be subjected to hostile wildlife, chemical and physical hazards. Basic Education Requirement:
This position has a positive education requirement which requires that you have a degree in range management; OR a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences and natural resources management, as follows:
- Range Management:
At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements and ranch or rangeland planning; and- Directly Related Plant, Animal, and Soil Sciences:
At least 15 semester hours of directly related courses in the plant, animal and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production and soil morphology or soil classification are acceptable; and - Related Resource Management Studies:
At least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages and outdoor recreation management; OR A combination of education and experience -- at least 42 semester hours of course work in the combination of plant, animal, and soil sciences and natural resources management shown above, plus appropriate experience or additional education. You will need to clearly state your undergraduate/graduate degree(s) and submit your college transcripts or a listing of your college courses that includes hours and grades.For GS-05:
Completion of the basic education requirements qualifies for the GS-05 grade level.For the GS-07 - In addition to meeting the basic education requirement:
Applicants must have 1 year of specialized experience equivalent to at least the GS-05 level in rangeland management related work where work assignment were diverse, limited in complexity & selected to provide experience & training. Examples:
assisting higher level professionals with grazing applications and permits, on-the-ground use supervision, planning and conducting range studies, planning range & watershed improvements, conducting trespass investigations, consulting with livestock operators and preparing land use planning documents; OR have 1 year of graduate education leading to a master s degree in rangeland management or a directly related field; OR meet the requirements for Superior Academic Achievement (S.A.A.) See OPM Quals Standard-General Policies E(4)(f); OR have an equivalent combination of the type and level of experience and education described above. Only graduate level education may be combined with experience.Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.
